Wats so good abt Civil Service? Wats so bad abt Civil Service?

Almost everyone on e street is talking abt e increment in Ministries pays, n increment in civil servants pays. but, how many ppl realli noe there r many "types" of civil servants? different divisions, different ranks, etc etc will lead to diff outcomes...

Performance based one time increment in pay, for us, while many thought tt it is a direct increment in pay. it is not, it is one time pay-off, n u dunno if there will be any more, but for sure, it doesnt really mean tt ur monthly pay has been raisen. i think tis is difficult to explain, n difficult to convince some ppl out there who merely read e so called "performance based increment" from newspaper. my mum is one of those. realli hard to convince. ya, who will believe in such? one time pay-off? newspaper didnt realli say that. "juz one time? tis isnt wat i read fr e paper"

and for some colleagues, i dunno how to say, but i felt they hav done their best, perform to their best, they did wat they r supposed to do. but ya, performance doesnt equal to potential. once u were ranked like a doggie or an elephant, u cant get promoted within 3 years, u cant get pay rise within 3 years, ppl got performance based pay off but u dun, coz u r not performing... not performing? hmmm... i prefer to "Z". And ya, I must admit I have been quite lucky these years.
